Elaine Walters was a mother and former high school teacher when she first encountered the Australian drug scene. She was awarded a Churchill Fellowship which enabled her to research the subject worldwide. She became increasingly concerned about Australia's "permissive" approach to marijuana. This paper is extracted from her book Marijuana - an Australian Crisis, which warns of the increasing evidence of harm caused by marijuana.
