Since the adoption of the United Nations Convention on the Rights of the Child by the General Assembly in November 1989, more nations have ratified it than any other treaty. "Strong families are the foundation of society," said US President Ronald Reagan in 1984. "Through them we pass on our traditions, rituals and values. From them we receive the love, encouragement and education needed to meet human challenges." In 1986, President Reagan appointed a working group, chaired by Gary Bauer, to study how government at all levels could be more supportive of families. The result was the Bauer Report, on which this paper is based.
